Interview of H.E. Joël MEYER, French Ambassador in Bulgaria

Diplomacy can play a strong role in the protection of cultural heritage. In May 2025, H.E. Joël MEYER, French Ambassador in Bulgaria at the time of ANCHISE Demonstration in Burgas, granted us with an interview, describing the broad range of activities done to strenghthen international cooperation. The interview was conducted in French, but you can find the English translation of questions and answers right below the text, highlighted in blue.

Bonjour, Monsieur l’Ambassadeur, merci beaucoup de nous accorder ce moment. Pouvez-vous vous présenter ainsi que vos fonctions ?
Good morning, Mister Ambassador, thank you very much for letting us interviewing you. Could you introduce yourself and your role?

Bonjour et merci aussi de cette possibilité de me présenter et de présenter brièvement la coopération bulgaro-française. Je suis ambassadeur de France depuis trois ans. Pour faire simple, à quoi sert un ambassade
ur ? D’abord, il n’est pas tout seul. C’est toute une équipe, dans différents secteurs représentant l’administration française ; et le but, c’est de trouver des points communs, des sujets d’intérêt commun avec le pays dans lequel on réside, en l’occurrence la Bulgarie, de manière à ce que nous puissions porter ensemble des sujets, au titre d’une coopération bilatérale, voire pour les porter ensemble, ces projets, au niveau européen ou au niveau international.
Good morning and thank you, as well, for the opportunity to introduce myself and the Bulgarian-French cooperation. I am the French ambassador since three years. To put it simply, what does an Ambassador do? Firstly, he is not alone. A whole team is involved, in different sectors that represent the French Administration; and the goal is to find common grounds, topics of common interest, with the country in which we reside, here Bulgaria, so that we can carry out projects together, as a bilateral cooperation, and even carry out these projects at a European or International level.

Nous nous retrouvons sur un projet qui est consacré aux biens culturels. Pouvez-vous nous expliquer le rôle joué par la diplomatie dans la protection du patrimoine culturel ?
This interview takes place in a project dedicated to cultural goods. Could you explain the role played by diplomacy in the protection of cultural heritage?

Effectivement, à la demande des autorités bulgares et des services bulgares concernés, je tiens à le préciser, nous apportons une expertise dans différents domaines. D’abord, il y a une coopération très ancienne en matière archéologique, avec des chantiers de fouilles qui sont conduits à la fois par des équipes bulgares et françaises. Un de ces chantiers n’est pas très loin, effectivement, à Sozopol ; c’est une période de présence grecque en la mer Noire dès la plus haute antiquité, aux côtés notamment des Thraces. Il y a eu aussi un chantier en matière de fouilles préhistoriques dans l’ouest du pays. Et cela, cela fonctionne très bien et c’est très apprécié à la fois par les opérateurs français et bulgares. Également, nous avons une coopération dans le domaine du patrimoine à travers la mise à disposition d’un expert français, qui est à la disposition, vraiment, du ministre bulgare de la Culture et qui est chargé d’accompagner les autorités bulgares dans la rédaction de textes législatifs ou réglementaires, notamment pour les mettre au niveau des standards européens pour la préservation du patrimoine. C’est notamment vrai dans le domaine du patrimoine architectural. Mais également dans le domaine de la culture où nous avons une coopération en termes d’accompagnement des artistes bulgares, que ce soit pour qu’ils se produisent ici en Bulgarie, ou en France. Nous proposons non seulement des spectacles français, mais également des spectacles franco-bulgares. Et puis, (avec) ce même expert qui est auprès du Ministère de la Culture, on travaille sur des thématiques très pratiques pour protéger les artistes bulgares. Par exemple, sur la question des droits d’auteur en Bulgarie. C’est très important. C’est une coopération qui est très riche et qui est appelée à devenir encore plus forte, encore plus développée, puisqu’il y a un immense projet, encore une fois à la demande des autorités bulgares, où nous comptons apporter une expertise, qui est la création d’un centre des arts contemporains, qui serait situé pas très loin d’ici aussi, sur une île désaffectée actuellement, et qui permettrait de mettre en valeur la création artistique contemporaine bulgare, et également servir de résidence d’artistes. Parallèlement, ce projet mettra en valeur le riche patrimoine archéologique et historique de la Bulgarie.
Indeed, as requested by the Bulgarian authorities and relevant units, I would like to specify, we are bringing an expertise in several domains. First, there is a longstanding cooperation in the matter of archaeology, with excavations led by both Bulgarian and French teams. One of these excavations is in Sozopol, not far away from here (Burgas); this corresponds to a moment of Greek presence in the Black Sea since the highest Antiquity, notably together with Thracians. An excavation addressing Prehistory was also carried out in the western side of the country. This works very well and is very appreciated by both French and Bulgarian operators. In addition, we have a cooperation in the area of heritage towards a French expert who is put at the Bulgarian Ministry of Culture’s disposal and is in charge of supporting the Bulgarian authorities in the writing of legal or regulation texts, notably to bring them up to European standards for the preservation of cultural heritage. This is also true in the matter of architectural heritage. But also in the field of culture, where we have a cooperation in terms of support for Bulgarian artists, should they perform here in Bulgaria, or in France. We propose not only French shows, but also Bulgarian-French ones. Also, still with the French expert at the Ministry of Culture’s disposal, we work on very practical topics in order to protect Bulgarian artists. For example, regarding copyrights for authors in Bulgaria. This is very important. This is a very rich cooperation and that is expected to get even stronger, even more developed, since there is a huge project, again on the Bulgarian authorities’ demand, where we intend to bring an expertise, that is the creation of a centre for contemporary arts, that would be located not far away from here, in an island that is currently disused, and that would allow highlighting the Bulgarian contemporary creation, and also to serve a an artists’ residency. In parallel, this project will emphasize the rich Bulgarian archaeological and historical heritage.

Ce sont des missions très vastes, de manière générale car nous avons beaucoup d’intérêts communs. Puisque l’évènement d’aujourd’hui y est lié, je mentionnerai aussi la coopération en matière de de police, très active, contre la criminalité organisée, dont le trafic d’antiquités. Et cela va nous amener, probablement, à votre prochaine question.
Those are broad missions, indeed, as we have lots of common interests. Since today’s event is related, I will mention the cooperation in the matter of police, very active, against organised crime, including trafficking of antiquities. And it may lead us, likely, to your next question.
La coopération économique, est également dense : nous avons des sujets très fédérateurs et d’actualité, comme l’énergie nucléaire civile. Puisque la France et la Bulgarie développent depuis longtemps une technologie nucléaire, nous pensons que c’est une énergie qui permettra de répondre à nos objectifs et à nos engagements climatiques pour trouver des sources d’énergie bas carbone.
The economical cooperation is also significant: we have very federating and current topics, such as civilian nuclear energy. As France and Bulgaria are developing nuclear technology for long time, we think this energy may allow answering our objectives and our climate commitments in order to find viable low-carbon energy.
Et je voudrais insister sur le fait que notre coopération est fondée sur la confiance. Il y a toujours eu une sympathie mutuelle, réciproque. Je n’ai pas besoin de rappeler qu’en France, au XIXème siècle, de grands auteurs comme Victor Hugo, Lamartine, ont pris fait et cause pour l’insurrection bulgare contre ce qui était à l’époque la domination ottomane. Et donc, depuis, il y a toujours une sorte de bulgarophilie de la part des auteurs français et, à l’inverse, beaucoup de Bulgares sont allés en France, ambassadeurs eux-mêmes de leur pays et de sa riche culture. Je ne citerai que les personnalités d’origine bulgare les plus récentes – commençant évidemment par la plus populaire dans le cœur des Français : Sylvie Vartan. Elle est une personnalité qui représente bien la symbiose entre les deux cultures. Mais il y a d’autres grands écrivains, comme Tzvetan Todorov, le philosophe, Julia Kristeva, écrivaine, l’artiste architecte Christo, des auteurs contemporains qui sont traduits en français, comme Georgui Gospodinov. La culture bulgare est de plus en plus connue et aimée en France.
I would like to insist on the fact that our cooperation is built on trust. There has always been a mutual, reciprocal sympathy. I don’t need to remind that, in France, in the XIXth century, great authors such as Victor Hugo, Lamartine, championed the cause of the Bulgarian insurrection against what was, at this time, the Ottoman domination. Thus, since that, there is still a kind of bulgarophilia from the French authors and, conversely, many Bulgarian went to France, being their own country rich culture’s ambassadors themselves. I will only quote the most recent Bulgarian origin personalities, obviously starting by the most popular in the French’s hearts: Sylvie Vartan. The symbiosis between both cultures is well represented by her personality. There are other great writers, such as philosopher Tzvetan Todorov, writer Julia Kristeva, artist architect Christo, contemporary authors who are translated in French, such as Georgui Gospodinov. Bulgarian culture is more and more known and appreciated in France.

Merci beaucoup. Quel est votre ressenti sur cette première journée, sur les ambitions du projet ANCHISE, dans la lutte contre le trafic illicite de biens culturels ?
Thank you very much. What is your feeling about this first day of event, and on the ANCHISE project’s ambitions, in the fight against the illicit trafficking of cultural goods?

Je trouve que c’est une œuvre salutaire que ce projet ANCHISE. Pour deux raisons notamment: il va permettre de lutter activement contre un fléau en Bulgarie, pas seulement en Bulgarie évidemment mais particulièrement en Bulgarie puisque c’est une terre de patrimoine historique et archéologique très riche, qui est le trafic d’antiquités ou du patrimoine.
I think this ANCHISE project is a beneficial work. The reasons are twofold, in particular: it will allow fighting actively against the trafficking of antiquities and of cultural heritage. This trafficking is a scourge in Bulgaria, not only there obviously, but especially in Bulgaria, since this is a land of very rich archaeological and historical heritage.
Mais cette initiative a aussi le mérite de réunir ensemble (et ce que je dis, cela concerne aussi bien la Bulgarie que la France) différents acteurs, différentes professions, qui n’auraient pas forcément vocation à travailler ensemble, mais qui là, autour de ce projet fédérateur, partagent un objectif qui est sur toute la chaine depuis le pilleur jusqu’au revendeur et jusqu’au collectionneur peu regardant de lutter contre ce trafic d’objets d’art. Je suis donc heureux de voir que, côté français et côté bulgare, ce sont bien sûr des archéologues, des conservateurs, des historiens, mais aussi des juristes, des universitaires, également des représentants des services de police qui vont travailler ensemble.
This initiative has also the merit of bringing together (and this goes for Bulgaria as well as for France) different actors and professions, that may not be led to work together otherwise, and that, here and within this federating project, can share an objective on the whole chain, from looters until less scrupulous sellers and collectors, against this trafficking of works of art. I am thus happy to see that, from the French and Bulgarian sides, those are of course archaeologists, curators, historians, but also lawyers, scholars, as well as representatives of police units, who will work together.
Et puis surtout, je suis frappé par le fait (je n’en avais pas du tout idée avant d’assister à quelques démonstrations) qu’il existe maintenant des outils très innovants. Souvent, il est vrai que les séminaires et les ateliers demeurent théoriques, mais aujourd’hui et demain encore plus, je sais que vous allez présenter et que vous allez offrir une boîte à outils avec des applications très opérationnelles, qui permettent d’identifier les objets, de les authentifier, de remonter la filière par laquelle ils ont pu être trafiqués. Des premières réactions que j’ai eues des autorités bulgares ici présentes, je relève qu’elles sont extrêmement demandeuses de profiter de cette expertise française. Parce que, là il faut le reconnaître, c’est grâce aussi à la France que de tels outils ont été développés, avec le soutien de l’Union européenne et avec une collaboration que je souhaite de plus en plus européenne, puisque les trafiquants se jouent des frontières et des différences de législation. Il est donc impératif d’être ensemble pour combattre ce fléau. Je veux rendre hommage à tous ceux qui ont monté cet atelier, et surtout qui veulent en faire bénéficier le maximum de professionnels concernés.
And above all, I am struck by the fact (I had no idea of it before attending demonstrations) that very innovative tools do exist nowadays. It is true that seminars and workshops can often remain theorical, but today and even more tomorrow, I know that you will present and offer a toolkit with very operational uses, that allow to identify and authenticate objects, to track trafficking. From the first reactions I had from the Bulgarian authorities that are attending the event, I understand they are extremely interested by the French expertise. Because it must be recognised that these tools were also developed thanks to France, with the support of the European Union and through a cooperation that I wish more and more European, due to the fact that traffickers are playing with frontiers and differences of legislation. It is thus essential to fight this scourge together. I want to pay tribute to all of those who organised this workshop, and to those who want that the greatest possible number of involved professionals benefit of it.
